Once the leaf has parted company with the tree its part of the property where it comes to rest. Chucking it "from whence it came" is an offence

It is petty if the reason is because you didn't like the decision but lots of people do it.

Just don't get seen doing it.

Sensible advice from Treeman.

If you do chuck the dummy (leaves) under cover of darkness it will be obvious whence they came, by the leaf-free garden nearby. Local authorities can pursue rule-breakers relentlessly: especially when your paths have already crossed.
