neighbour has a conservertory with clear glass overlooking my 6ft fence with a 2 foot trellis on top ,can planning dept force them to fit obscured glass? my house is aprox 4 ft lower than their house

If the conservatory has been in place for a while then of course they cant force her to do anything

If its only just being installed then maybe you could force a change

Otherwise looks like you need her to grow some Bamboo or similar to screen the view or you need to grow something tall to screen it

can planning dept force them to fit obscured glass?

Did your neighbours need to seek planning permission?
Is the Conservatory overlooking or within 3mtrs of a highway or footpath if so planning dept and near neighbours would have been consulted. If consent was granted then obscure glazing to your side would have been recomended.
