Agricultural Land, Closeboard Fences Allowed?

We have a water meadow (SSSI) which on one side borders a cottage which is grade II listed. Without going into gory details we are trying to afford some privacy.

Our proposal is to erect a close board fence circa 1.95 high, which will include some habitat enhancing characteristics - this satisfies English Nature
We will set the fence 0.8m back from the official (it is soon to be registered) boundary.

Does the siting difference of 0.8m satisfy the fact that the fence cannot be on the boundary without planning consent?
Can the planners object to a 1.9m closeboard fence on agricultural land?

Does this bound the highway or another property?

I would put something next to the boundary itself too
