Afraid not.

A council wears two hats in this sort of situation. Wearing their planning authority hat they must make decisions having regard only to planning criteria. Wearing their landowner's hat they are in no different position from anyone else.

Ah yes, the two hats. They get upset when you suggest they might also have two faces to go under the two hats.
