does cutting hedges every year absolve massive root invasion

The idea that because hedges are cut every year this absolves the hedge owner from responsibility for massive root incursion into the neighbours
land has been put fwd as an excuse .......affected neighbour is having to undertake massive digging and root cutting and blocking in order to even use their land

interested in views legal or otherwise
