TPO and RPZ - advice please

Is it ever possible to have a second opinion regarding the RPZ for a tree. We are trying for planning and the council have slapped a TPO on a tree in the garden. This means we cannot do the build we want now. Even moving the extension out of the RPZ, the TO is saying he wont let us gravel over the RPZ. He seems to have a zero tolerance view on anything in the RPZ. Our aboriculturist disagreed and recommended our design - but its seems the TO wont budge at the moment. What options do we have in this situation.

Wait for TO to come on and answer but I would have thought you could cover over the roots providing you don't damage them or there access to air and water. My company had a site up north where a membrane was placed over the RPZ of several TPO trees and covered in a porous material that still allowed water and air to pass through.

Also - is it worth appealing a temp TPO - or could it have a detrimental effect on the overall planning process?

Each tree, each planning application, is different. There's not enough information to give an idea of what would, or would not, be reasonable. And there's more to tree protection on development sites than root protection zones.

Object to the TPO by all means, it shouldn't make any difference to the outcome of the planning application. I imagine the tree officer is expecting it anyway.
