OK, one other idea. If you divide the roof just a little on your side of the boundary line (let's say an inch), the neighbour can have no say on how you divide it and what manner of repair you make. Looking at your pictures , the felt join under the tiles is a very minor job and the amount of roof on the neighbours side is also tiny . I would just crack on and perform the work. Unfortunately, it is not minor. My neighbour says his tiles are nailed and wants the same permanent fixings reinstate...

accepting that we’ve not seen how bad the damage is, I’d be looking to repair the roof rather than replace it - why is this being ruled out? It has been repaired may times over already. your options are limited to leaving the leak as is or repairing your own roof as you wish and leaving his part alone. If I re-felt just my part, water will get in along the boundary line. Sorry if I seem defensive but nobody seems to understand that it is technically impossible to fix my part of the shared roof without going over the boundary. I can't just butt join the felt on the flat roof as water will get in there. I have to take the felt right across and under neighbours tiles. ...

Collaborate -- In fact I don't have a responsibility to fix my side. I could leave it leaking if I want. I won't but if I did theres nothing he could do about it if the rain water got under the felt and ran to his side. It would be his problem. See how he likes having rain dripping into his bedromm...

The law says they are responsible if they knew or should have known damage was being caused. That is a high hurdle for you to jump if you wanted to sue them for the damage.
