There are three trees and they are as high as the house, there is a shed in their neighbours, which I think are normally 6foot high and using the shed as a rough guide you could say the trees where 3 times the height of the shed. The rubbish around the trees has pushed the fence into my Mothers gard...

Neighbours have still done nothing about the trees. To go to mediation it will cost £150 for them to visit, this amount to be paid by both parties and £30 for them to send a letter. I read somewhere that slugs in a compost bin helps to break it down. A couple of months ago I put a small pond, one of those preformed things, in the garden and its now home to about 5 frogs, the slug and snail population has gone down dramatically.

I had to report a neighbour to the EH a couple of months ago because of him revving and working on his car at all times of the day and the EH told that it is treated as confidential.
Also the RSPCA are a charity, isn't there a dog warden at your council who could go round ?

The Cat Action Trust is the charity for feral cats, also is it her own house or council/rented?
There are a lot of cats around here but nothing like that problem, I have 2 cats and a dog, she runs straight past her cats and chases of the intruders.
