Simply point out to him that the hedge is not the boundary. Pint out where the boundary is.

And leave it like that. Let him figure out the implications from there.

Yeah. But now you have privacy in your smaller garden. Your previous owner obviously thought this was a better than than having a bigger garden but with neighbours and the world traipsing through it on the RoW. You could remove that wall/fence and restore the original boundary. But then your garden ...

Cheaper in the long run to pay BT to resite the pole rather than engage in costly legal shenanigans.

Cut the grass and clear the undergrowth yourself.

Cut the lock off the gate if you have to.
