But, back to reality. The neighbour and your vendor clearly had a modus vivendi going on that both were happy about. He's offering you the same. If you reject it, you may find that blind coming up and those windows opening up and your every move in your own garden under observation. My advice to you...

Simply point out to him that the hedge is not the boundary. Pint out where the boundary is.
