Asking the police to intervene is straightforward and reasonable. Sorry another quick question. The Right of Way is just that - to pass back and forth. There's no way they could lay additional services underneath the way, is there? i.e. mains water. Is the public footpath necessary? What use is made of it? You can apply to the council planning department to have it stopped up.
