Many thanks for taking the time to reply So a bit of background. The tree is at the back of a property which backs into the rear of our garden. The owners have lived abroad for the past 10 years and the property is rented out. The tenants have no interest in the garden which is now in a real state....

I don’t think this particular plant comes under any legislative controls, so I’m afraid you can’t hold your neighbour responsible - is that helpful?
