If you keep badgering the council, I'm sure that this will enamour them to you and convince them that the complaint is neither frivolous or vexatious. They'll probably waive their fee and bin off all their applications and tree...

Your neighbour sounds indecisive but the horse chestnut sounds like it's just being a horse chestnut. Loads of diseases affecting them at the moment, some of which make it look like it's fast-forwarded to November but in July (leaf miner moth and/or leaf blotch). Is the hedge protected by a soft landscaping condition / shown for retention on the site plan? If not, when you remove it you would probably be best employing the tree surgeon to grind out the stumps to 30cm depth, that way there's no danger of your neighbour's garden getting ripped up with the stum...

No - you're wrong. Has anyone ever got successful recompense for this sort of issue? Not sure which way you are approaching this from, there is no law to prevent leaves and other natural debris from falling onto someone elses land. If you throw a mustard seed over the boundary, the law considers it...
