You can't force them to erect a fence, or use land law to force them to keep their dogs in when you are using the ROW. There are laws that are intended to deal with dangerous dogs. You should only be liable if you failed to take reasonable care to ensure that an unsafe tree was dealt with. You are not responsible for any fence that does not border your land. You might be responsible for a fence that does border your land if the deed explain that the T marks mean you are responsible, but not to the extent that it does not border your land.

In light of the recent spate of spamming posts on this site, which started a few days ago, are continuing, and have not been removed, it seems that the site has no moderation.
