Yes they can be awkward and demand that you do not trespass onto their land. Which ideally you need to respect. It is possible to dig a fence on just one side. Also if you really want it done to your sepc you can write a letter to you neighbour gifting them the fence and put another fence wholley on...

Also how do you know the fence panel is theirs? If it is not specifically marked in the deeds with a T and also described in the wording then it can be a boundary feature and technically owned by you both.
Which would mean you could both club together and fix it between you.
