It is per car, but if any household wants to have visitors they must have a permit, even if they have no car themselves, or no one with a car can visit!

We don't have a contract, the council brought in the scheme and everyone has to pay up.

It really isn't about who owns/controls what. It is about holding the council to account for residents paying for a service which: 1. The cones were not obstructing the pavement in any way. Four people could still walk abreast when they were in situ. They were positioned at the very edge of the pavement on the curb, not on the flagged portion.

Yes, I do have a receipt and a pictures of the cones which were bought from Ebay! I am awaiting the response from the council regarding this issue, but if I am not satisfied with their response and if they are not returned I will be filing a police report. Thank you, we are not disputing the rights of the council to place permit parking restrictions on the road. If other neighbours voted in favour, despite it being a waste of money as it is not regularly policed ( they are unaware of those details as I received them via an FOI) then I have no objectio...

Thanks for your response. Can an unadopted road be designated highway when we pay for maintenance of pavements and do not have any amenities on this side of the road? If it can, then surely only markings which are necessary for the passage of traffic can be insisted upon and not permit parking bays ...
