Sounds as if he thinks that because he has a row he thinks he owns the driveway. After 12 years of harassment from a neighbour, it wasn’t until he was moving I found out that he was under the misconception that he owned the passageway next to my house.

I’m wondering if locking the gates might cause more problems. Just because none of the tenants owns a vehicle doesn’t mean that they don’t have visitors that do. If the use of the carpark is part of the tenancy agreement then you are preventing their legitimate visitors from using it.

Parish Council’s are unpaid consultative bodies made up of volunteers. They have no legislative powers to interfere in or get involved in neighbour disputes.

I suspect that although you own the land, it is classed as amenity land. This means it can't be enclosed. I have a similar problem. I've decided that the local council have more money than me so I'm not going to fight them.

I agree with Mac although if the NP hasn’t got to the first 6 week consultation period the best bet would be to talk to the committee running it. I don't see why not. The house I grew up in stood in a 3 1/2 acre plot all laid out as garden.
