Can you not simply park into your driveway and stop the neighbour parking ? Or is there a pavement which clearly you should not block ....when you have a difficult neighbour they tend to be rather beligerant

If the wall is truly yours your neighbour has no right to grow Russian vine up it and pleached trees will rapidly be overtaken by the pesky plant

In same way as the OP cannot grow ivy up a neighbours fence or lean or pile anything against a neighbours fence ...the same app.ies to the neighbour ....he can only erect a fence on his own land and cannot encroach onto the OPs kand or space

You have a camera you have proof of his aggression and have involved the police . If you did install a fence and he pushed matters to court ...its simple remove the panel ...use decking screws Let him keep making a fuss ....if you have evidence that he has no right to open a window over the boundary...
