And the chances of a parking enforcement officer venturing away from high vehicle areas and being seen in a suburban street or cul-de-sac to deal with a single offence is infinitesimal small.

Written law is one thing. Practical application of it doesn't always achieve expectation.

Unfortunately H lines are just conscience prickers and have no legal force. Think of them more as street graffiti that the council makes money from.

I think the council has 2 hats in this situation. Under the Highways Act 1980 then as the Highways authority they have the power to adopt and maintain the road. If you actually read BRs then access for a vehicle front and back is not a requirement so I doubt whether it was a condition of the easement. Immaterial. Lots of houses don't have rear access for vehicles by design. If FB needed water to the back they would run hoses, not take a tender down a narrow lane.

That's ok, according to the yellow hatched area on the plan, the op is free to drive across all his neighbours front gardens. Plenty of space. no they’re not - the wording made it clear that the extent of the RoW is across all those parts of the yellow area that were a “common entrance or driveway”...
