If the tenancy agreement or lease is silent, then it would depend on who wants the trees pruning and for what reason.

Sounds like a nasty weed after I googled it. Did you see this? It sounds like you have to scrunch it and apply weedkiller that way.

I was thinking more along the lines of them confirming what is what really. But the added value of involving them is that the tenants will be breaching their tenancy agreement by their behaviour and the council will have to take some action. Also bypass the neighbours and go straight to the council (in their capacity of landlords) and sort it with them instead.

I think that you could try that but the reality is that there is nothing really to stop them from doing it - unless of course they cause actual criminal damage but usually the police don't want know. Just get in touch with the landlord yourself. I am sure that they will get onto the problem straight away as they are very risk averse and won't want to be paying any damages. They might ask you for a report but will weigh up the cost of staff time dealing with against the cost of removing the trees...

I think we can go past a point of no return with our neighbours and agree that nothing will ever put things right. Moving is taking control and I think that it is often a good idea.
