There is little point in worrying about should have maybe happened as it never. The leaseholders probably have the greatest interest in terms of the property so should get together and get them removed?

Explain to your wife why he doing what he is doing - in that he simply removing overhang from your tree - and then she won't get distressed about it and like Mr Sheen says, if you ensure that there is no overhang there is no issue.

If you share the garden and your dogs pee is ruining the grass (which it usually does) then the complainant probably has a point even if it was wasn't up to kew garden standards to start with. There is no cut and dried law around this area other than - you can cut back to the boundary and the clippings belong to the neighbour.
