But you can remove the ivy attached to your fence panel and allow it to trail on your neighbours garden. You don't have to tolerate the ivy on your fence.

There needs to be a deed of trust set up transferring the property to the new owners and then changing ownership at the Land Registry. Was he the sole owner of the property? Has his wife got a right to reside written into the will? You need a solicitor to sort this, shop around and get a fixed fee. ...

Spookily I saw some yesterday on a verge of a nearby dual carriageway. I remember one solitary plant in a field where we walked our dog when I was a child which was why the little clump on the roadside caught my attention. Just a little further on were some Southern marsh orchids.
