Why are residential properties treated differently to commercial / industrial premises where I regularly see high fences with 2 or 3 rows of barbed wire along the top ?

We don't get any birds......the cats (or more particularly the cat owners) see to that.

If one does happen to land their cats regularly catch it, play with it & then kill it.

QUESTION.... I have to flush my jet ski engine with water after use. This can only be done with the engine running and connected to a hose pipe. The ban is as you say on any kind of piped water use in the garden but my understanding is that you can fill a bucket or watering can with a hose pipe .......
