My area is gypsies that do this sort of thing but we are not allowed to say gypsies we have to say travellers but they don't travel. the first 20 feet to where the driveway splits in two! A few members have had no end of problems with trampolines and noisy/unruly kids.

Sounds like your B.I.L is being very responsible and thinking of the neighbour.

If the neighbour goes the legal route, she'll be wasting money and get nowhere.
