Hi all - something similar has happened to me: I said to the neighbours one day in passing that they might not know that their dog seemed distressed, barking and howling all day whilst they were out. They said they did not realise and would do something about it. This turned out to be genuine as they got a relative round to look after the dog and take it out. In cases where owners ignore the distress of their dog, I guess the RSPCA or equivalent would take an interest. That might be a more realistic (and better for the dog) line of enquiry. Just a suggestion of course.
