Best way of finding out is to type in ......... County Council Blue Badge. Mine states that even if the doctor is too vague in their replies you don't get one. It is up to you to make sure the doctor fills it in enough. I think the doctor is trying to pass the buck. They don't think you should have one, doesn't say so and lets you think it is the blue badge department refusing.

Asked my disabled friend to investigate furthur the application of reduced council tax for those with DLA or blue badge

In her area ( i assume this is national rules ) the house MUST have been adapted to suit a disabled person so it could be Bebe that your elderly neighbour who calls ambulances /claims heart probs /yet lifts heavy pots and walks fine if no one is watching is illegally claiming this too
