Riparian Responsibilites - ditches

Our property has a sewage treatment plant and rainwater run-off that drains into our ditch. A local authority road drain also drains into our ditch. Our neighbour has been consistently throwing rubbish into his ditch and to which our's connects and the farmers ditch beyond that is also blocked. The result is water cannot flow from our ditch and we have had 3ft plus of water in there all winter. Have spoken to the council who have written to everybody (not just those concerned) reminding them of their riparian responsibilities. They will do no more, saying it is now down to us to initiate legal action (even though their road drain also accesses the blocked network via our ditch). Have spoken to our neighbour who is doing nothing and am about to write to the farmer who promised to clear his ditch but has not. Any advice re the next steps? I am disgusted by the stance of the council.
