Deterring intruders from front garden

Hi everyone,
I think it's possible that someone may be poisoning some of the smaller plants in my front garden. The problem started after I had an argument with a rather unpleasant person who lives next door but one. Also, teenagers are a bit of a nuisance around here. Anyhow, the garden, and the plants I grow are valuable and are an important hobby of mine.
One obvious solution is to heighten the wall to 1metre, and lock the gate when I go out. I have attractive shrubs along the front, and don't really want to replace them with a prickly hedge. Could I put sharp pieces of stone on top of the wall after I've heightened it? If the wall was 2 inches over 1meter would it be OK? Any ideas would be very welcome.
