Vendor repairing neighbour’s wall. What should I do?

I don’t know if ownership is contested but what I gathered is that the neighbour said he built the wall but also asked the vendor to prove that it belongs to him. I don’t know what “it” refers to. Could be the entire 95ft fencing or the problematic part or the short stubble retaining wall that the fencing is on top of.

The neighbour’s house is higher and as far as I know they were all built at the same time.

Unless there is something we are unaware of, the 'it', can only be the screenblock wall, for the most part, purely decorative and inherently unstable.

What type of fence sits on top of the wall?
