Whilst you attempt to comply with any planning restrictions, don't lose sight of the fact that what you intend to erect, is, or is likely to become, a boundary feature. Who owns the hedge?

What I linked to did not identify the other ruling. It also seems to suggest that one Inspector's interpretation is not binding on another. Common sense, though, would dictate that only fences intended to act as a boundary with the highway fall under the 1m rule.

It's clearly a grey area. Different LPAs have different interpretations.

You've phoned your LPA and they say you're fine. Perhaps get it in writing if you're so worried about it.
