Generally speaking, an established shrub, no matter how badly it has been treated, will perform better than something newly planted. The most I would do is tidy up any poor cuts and leave it a full growing season, before making any decisions about it.
Thanks I'll leave the stump in place and see what spring brings back. The roots would be quite deep I'm guessing so I don't think removal would be very easy anyway.
