I understand your frustration, peoples lack of consideration (particularily when parking cars) can be beyond belief.

As to who cares, well, I dont know is the answer, I have attempted to answer the post as raised by John Ives - I know the answer is factually correct, but as to the realities of these situations ie the car is parked in front of me right now, and I dont have my Traffic Law book with me.....people take a pragmatic approach and do what they can to resolve the situation as presented to them.

A car parked as desribed is an obstruction. To damage it constitues criminal damage if you go equipped.

But sometimes the law is an ass
