I would say the person who hired the tree surgeon.
Keep calm and carry on.

Hi,

Did the price quoted include removing the cuttings?

Was price reduced for cash? If so, both parties conspired to evade paying tax.

No idea what the deal was but if you saw the tree surgeons website claiming to leave a site cleaner than when they started you should see the mess the neighbour is left with

Not neighbour's responsibility to find out who cut the tree....just complains to tree owner who arranged it and get them to sort it.... And if they don't, they may find the cuttings and more on their front step.

Not really enough to go on - get the affected party to join the forum.

Is the job finished?

Affected neighbour neither online or internet savvy

200ft boundary with hedge grower....... some done in Oct rest done 10 days ago
hedges are at least 6 ft deep and owner was told by the neighbour they were not happy about the mess left last year and did not want same this year

Hedge grower will not face the issue and refuses to allow hedges to be cut back beyond boundary so that the stuff off the top etc falls their side

hedge grower does not care about the pile of stuff accruing under their own hedges or the rampant ivy the neighbour also has to keep abatting from invading

add on about 3 ton of leaves which have spread across the whole of the neighbours garden off a huge tree the hedge grower also refuses to have reduced and theres one very fed up and unhappy neighbour
as their shrub / flower beds are 2 foot deep in leaves plus hedge cuttings on top

Nothing your friend can do about those - but you knew that. For the remainder, obtain two or three quotes for the removal and disposal of the hedge arisings and send one to the hedge owner, if no response, wait a couple of weeks and repeat, if still no response your friend will have to fund the work herself and recover the costs through the Small Claims Court. Unless there are circumstances we are unaware of.

2 options

+1

I would add, sending the neighbour a letter warning of the intention to claim, allowing ample time i.e. for the neighbour to obtain their own quotes and carry out the work.

Pity your friend is not Internet savvy it only costs £30* (recoverable if you win) and you don't have to go out in the cold but you can do it from your own cosy broadband link :)

@SJC14 you are right, I suppose, but I did say "last time I did it".
There is now a structured rate applicable but it is still roughly £30 for under £500 claimed
