Unadopted Road - Wall/Fence Height

Hopefully someone will be able to help me with this.

I live at the end of an unadopted road that is also a cul-de-sac and therefore doesn't lead anywhere.

The section of road outside my property I own and is not a public right of way, it just has an easement for 2 properties at the very end of the road.

As I own the road and it is only used as an easement for 2 houses do I require planning permission to build a 6ft wall/fence at the front of my property?

unadopted, but is it also a private road?

I'm slightly confused, if it qualifies as “permitted development” I still need to apply for planning permission?

As far as I am aware it is private.

Like I said we own the road and it doesn't lead anywhere other than the easement to the 2 properties at the very end, there is no public right of way.

if it is a private road then the latest GPDO allows for a fence up to 2m tall - but 1m if it’s not private.
